Uncharted Waters - A Review of South Africa's Naval Operations. The Purpose of this study is to examine the possible purchase of corvette vessels by South African Navy (SAN) in the light of South Africa's defence and security interests, maritime responsibilities, and also within the broader social context of the transformation of South Africa society and its economy. Given that the previous attempts by the SAN to effect the procurement of these vessels in 1995 was withdrawn and in the light of the nature of that process, the study sets out to answer a number of key questions: What id South Africa's defence policy?; How are defence policy and procurement decisions made?; What is the history of the patrol corvette aquisition process?; What is understood by countertrade, and what is the best countertrade package for South Africa?; What are SOuth Africa's Naval requirements?; What should the future force structure force of the South African Navy be to best meet naval requirements but mindful of the state's limited financial resources?
