A Moratorium on Light Weapons in West Africa by Sverre & Carsten F. Ronnfeldt. Originating where the problems are felt - with recipients of light weapons - the moratorium was a novel proposition. Past efforts to constrain the flow of arms have been a matter of supplier regimes, mostly concerning weapons of mass destruction. Another novel feature was the invitation to the arms producing states of the Wassenaar Arrangement to enter dialogue on how to implement the moratorium and create a secure environment for development.
