Emerald Express '95: Military Tactics and Tecniques: Working Group Reading Materials. Hosted by Department of State, Bureau of Intelligence and Research 1 Marine Expeditionary Force, FMF. Humanitarian assistance and peace operations benefit from many traditional military capabilities. Because these operations are non combative by thier nature, however, they represent a significant departure from traditional military intervention and past force preparation efforts. This working group will address military tactics and techniques appropriate to these operations. This will include recommendations regarding mission assessment, threat assessment, and the organization, training, and equipping of forces at the operational levels.
