Emerald Express '95: MEDICAL: Working Group Material. Hosted by Department of State, Bureau of Intelligence and Research 1 Marine Expeditionary Force, FMF. A key to successful humanitarian operations is the mitigation of suffering and saving of lives. Rapid accomplishment of this goal requires early health assessment and the initiation of a program to improve health conditions. This working group will address the assesment process and discuss objective measures of effectiveness which are critical in guiding the overall effort. Military medical assets can support medical and health efforts, but thier capabilities and limitations must be understood by mission planners. Standardization protocols and joint training are also essential to a unified medical effort.
